Date & Time: Noticed at 8:28APM CST, 15MAR18
Frequency: Just the once.
World name: Tonberry
Character name: Eliv Windstrider
Class/Level: 70PLD
Party or solo: Party
Area and coordinates: Forbidden Land, Eureka

Steps:
1. I had attained Lv8 in Eureka.
2. Was not in Kugane or Eureka during the maintenance.
3. Have not AFK'd or logged out in Eureka.
4. Logged out of Game in housing estate, logged back in a few hours later and when i entered Eureka, noticed i had gone from level 8 and 3/4 to start of level 7.
