Game Client and DirectX

Sooooo...I just hooked up my new computer and tried to download the game client so I can get this puppy up and rolling again. The download tells me I need to update DirectX, I go through the dealio, it says it's complete, then goes back to telling me I need to update DirectX. Currently have DirectX 12 so it is the latest version, I've dug around trying to find some answers and keep coming up dry.

At what point does it ask you to update DirectX? Have you tried downloading the client on DirectX 9? Are your drivers up to date?
