Error with Alliance Raid queue as a party

Class/Level: 70
Party or solo: Party

Steps:
1. Queue in a party with character below 60 for Alliance Raid
2. Get "Party member does not meet requirements" error
3. Does not happen with other characters that have all raids unlocked from 50-70 but only one character (70 queuing with a 56 NIN, both do not have Rabanastre)

I believe that the queue is trying to place the party into Rabanastre for some reason but this does not happen for 60/70 only with a character that has the early 2.0 raids unlocked.
