Accompaniment Node minion before 60?

So tonight on my server a friend and I saw someone whose highest class was 56 running around with the Accompaniment Node minion.
As far as I recall this minion is only available from the quest Do It For Gilly which is a level 60 quest to unlock Fractal Continuum.
How is it possible that they were able to possess it?
Is there some exploit here or is this an actual legitimate thing?

Its due to the Story jump thingy. It gives the quest rewards for a lot of things but doesn't level your chara.
