How to use duty recorder?

Last night a group of friends and I were farming Byakko extreme, and we tried to use the duty recorder option to see how it works, because it sounds really cool. Our party leader did the record ready check, everyone agreed and we beat the fight. But we noticed afterwards that noone besides our party leader got the recording in the inn room.

After trying to see why we didn't have the clip we clicked on the duty tab and saw that the duty recorder option was grayed out. Do you have to do a quest to unlock it, and that's why our party leader was the only one who could select it since his duty recorder option wasn't grayed out? Is it something only available to the party leader?

I assumed upon hearing about this feature that if everyone agreed to the record ready check it would be available to everyone in the party, but if it's only available to the party leader that's quite the bummer.

Based on the patch notes, the Wandering Minstrel unlocks it for you. You need to go to Mor Dhona to find him and talk to him. I believe he's in the tavern where the Rising Stones is.
