one feature that motivated me to start playing was the housing system, but i find out recently that it's hard to get (plot) even for veterans.
I heard that next week would be one of the few opportunities to get a plot. but I started playing recently and I do not have money for a house, just enough for an apartment.
So my doubt is: I better buy an apartment to secure a place. or gather money and wait for a house/plot is available for sale next 2~3 month?
Apartments may be expanded to small, medium and large in the future or at least they were talking about considering doing that. Housing isn't just the cost of the house but the furnishings aren't cheap either. If you aren't planning on gardening an apartment could be a good thing for now. You can hope for additional wards later and future housing districts to get a house. You can also when you get the money camp the housing area listings and hope for the opening of a demolition plot and buy that.

Go for the apartment for now. You will need a millions for housing so eventually it will get better. As for things being hard to get well... it really depends on how much effort you place into it. It seems hard , to be honest I never really had an issue. Guess I was lucky/

To be honest, if you will be satisfied with a small housing plot, you shouldn't worry too much.
With FCs/personal peeps eager to upgrade to med/large, small plots will be opened up. Even if when the limited period of FC only purchasing finishes, and no houses are left, do not panic. Save up your gil, and wait for houses to go off auto-demolish. Many friends I know grabbed their personal houses this way.
There will likely be more plots open up in the future. I suggest that you save up gil, level up your crafters/gatherers (housing items can be expensive as hell), and wait for your small plot opportunity. Cheers!
Edit: Yes, definitely go for an apartment! If you're in an FC, go for the personal room if apartment is too much, or you want both spaces!
Yoshi P mentioned future apartment upgrades. So there is that too. However, no garden/balcony, should you wish to use these features.
Just go for apartment at the moment.
Buying housing plots is only available for FCs at the moment until SE lifts the restrictions for players.
