Why Zurvan's first phase theme and not his second?

Both Sephirot and Sophia has their second phase theme as orchestration scrolls, but not Zurvan?

It seems like most people are confused as to what the name of each theme for Zurvan is, as most seem to call both his first and second phase "Infinity", which completely threw me off once I acquired his scroll and plugged it into my music box.

Looking at the official track list, "Penultimania" is his SECOND phase theme, while "Infinity" is his FIRST. (Side note: "Penultimania" appears before "Infinity" on the track list, not sure if that means anything?)

Was there some miscommunication on which song should have been added as an orchestration scroll? Why add his first theme when his second them is objectively better AND the previous two primals had their second phase theme as orchestration scrolls? It makes no sense to me...

His first phase theme is the one all the Warring Triad share. Zurvan has three main phases where Sophia and Sephirot only have two is the issue.
