There is a player on Jenovah who apparently has a chocobo in my stables. This person is not a current member of my FC, and to my knowledge, has never been in my FC. I cannot pick up the stables, I cannot relinquish my land, and I cannot remove the chocobo from the stables. I have submitted a bug report 6 times, starting over a month ago, and never once received a reply until I submitted it in the form of a harassment report.

Unfortunately, your issue requires the assistance of a Game Master in-game. We do not have the resources in the forum to assist with your request. To contact a Game Master simply type “/supportdesk,” which will bring up the menu to contact one for further assistance.

I was going to suggest what Ariel said. Send a request to one of your worlds GM's. They should be able to validate and assist you with this better than other lines of support can.
