store item i bought doesn't work

Steps:
1. logged in played the game for the dailies then opened the mog station on my browser bought an in-game item for my retainer to get to level 60.
2. After confirming everything was done closed my browser and got it in-game mail.
3. Gave the item to my retainer said she leveled up ,but only by 1 level not to max level 60 only 1 level.:(
