FFxiv Uses for the Necklace Accessory Slot

the red bill scarf is the only item in the necklaces category which is not
a necklace but its more like a bandana around the neck a great way to cover up
neck area than leaving it exposed.

which gave a new idea of using the necklace slot
for other things

FRONT ( These will be located at around the neck or chest)

Ties long
Ties short and thick
Ties wide and short
bandannas
scarfs
scarfs two piece

BACK (These will allow clothing that didnt have anything at the back to have something. These will appear at the back of the character )

Capes (reach the ankles or knees
Cloaks ( reaches waist )
Wings ( these are located at the top centre of the part of the shoulder middle of spine)

I think this issue is due how character physics are programed. Not sure how they do it, but I think only the coats, hair and earrings have physic (well, more or less). And tits. There are now sleeves physic added in Stormblood, but I think only the Samurai AF have it for now (not sure other gear). I think make it a new physic "slot" can be hard, and they prefer use the "coat" physic to make it, despite having weird issues like having the tail trespass the cloak.

in summary, I think they cannot unless they modify the way the physic works on character (which is not very... extensive). And that is expensive and will take a lot of time. However, I think the team is trying to make different ways to make new gears, so, maybe they will find a way to make cloak in a better way than now.

I do not see SE ever doing something like this, and you only have to look at the changeover to ARR from the original version of FFXIV (1.0) to see why. In FFXIV 1.0, belts were actually visible (in that the belt you wore actually had a physical appearance on your character), but SE scrapped this for ARR as they stated it greatly restricted gear design (they had to design all body armour to reflect a belt equipped to it and to ensure belts did not badly clip through body pieces).

So body armour instead had their own belt included as part of the design and it did not reflect the actual belt you were equipped with. It's the price that had to be paid for more interesting and varied gear designs in ARR. In the same way things like capes and ties would be too complex to have to design so as not to clip through bulky body armour (capes especially would require complex movement physics that would have little benefit to implement.), so alas, I do not see SE ever implementing something like that.

It's unfortunate, but that's the limits of game design I'm afraid.

I don’t think you understand how much work and programming it takes to rig these things to the character model. Not only do they have to meah, texture, and design such a thing, but physics are a tricky thing. As I said, I highly suggest you read some guides on how to mesh in Blender and read up on game physics. The technical work to make these look proper would be too expensive and extensive.

I agree that some more items like the Redbill Scarf would be nice (we also have a few ribbons I believe). As a lover of caped armour, I'd love some more capes. As a Miqo'te, the idea of my tail clipping awfully through glorious caped armour makes me physically cringe.

why will someone wear a cape that only cover the neck? ^^

Correct. I currently have a "Rainbow Ribbon of Casting" equipped - a friend crafted it for me, but it's item level 115 so probably bought from the Heavensward item vendors.

Aside of physics, there are currently many costumes where the necklace slot is automatically hidden. The ribbon isn't visible with either my summoner coat or the Bogatyr's Longcoat I'm using for my black mage, which both have high collars.

EDIT: Ribbons are indeed available from the Ishgard marketplace - identical appearance for all classes, all the same pale yellow colour and undyeable.
