Steps:

1. Got to detailed Area and Coordinates.
2. There's a level 40 Lunging Lemur standing still. It's name is purple. You can't attack it nor getting attacked by it.

It's someone's guildleve mob. You can't perform actions on leve/behest/caravan/etc. mobs unless you're signed up for it.

Same thing happening on Rabanastre at Tree Speak. These mobs have been standing in same spot for 3 days. Yes, they're company leve mobs, but they should have disappeared by now.

I named him Steve. Steve ran away, though.
