1. I transferred my character Drogon Claymore from another server to exile
2. Read the exile server characters and transfers receive road to 60 buff
3. I'm not receiving the said buff. The buff is still active because my friends have it currently.

There is no Road to 60 buff for transferring to a preferred server. The Road to 60 buff only applies to new characters on preferred server.

It was already stated on the Road to 60 information that Transferred characters to new servers with the bonus DO NOT and ARE NOT eligible for the bonus. It has to be a BRAND NEW character made on that server with the road to 60 bonus.

There was a time bonus when Stormblood released, that allowed to open servers. However, that time has since expired being that we're about 6+ months from the original time it was processed, around and updated 6.29.17 this year.

So only new bonuses now apply to new characters.
