that's all you're going to get. it's not going to elaborated upon further.
It may(?) have addressed the previous complaints about ranks being able to promote themselves or others to ranks higher than the promoter’s current rank, but I haven’t gotten any confirmation for that, or tested it myself yet. That’s really the only thing I can think of it addressing.
