Disarmed Quest Not Showing Up

Slowfix does not appear to offer me the "Disarmed" quest necessary to start the lvl 60 Raids. the requirements are to have completed HW which I have done I am halfway through SB. I have asked multiple people on the server and forums and they have all said they do not know what the problem is, so I believe it may be a bug for me.
