Behemoth is a pretty populated server right now, we're actually more populated than Gilgamesh is. Probably can find people to play with, you'll just need to look around. If you really feel the need to transfer, that's fine, but from Behemoth (if you want to stay in the US datacenters) you'll have slim pickings for larger servers and may have to go to smaller ones. If I recall correctly from the Unofficial Census we're pretty high up on the population list.
Ah, well then. I'm not sure where Couerl sits in the populations at the moment. Hope you find yourself a good home. Only server you can't get on at the moment (or likely EVER) is Balmung. I'm reluctant on suggesting servers, personally, and the best I can offer is that wherever you intend to try, make an alt there first and find out what the server is like before you officially move. A little research now can save wasted money down the line.
Leviathan is rather populated and you get mixed opinions about the server but i have been there for a little over 3 years
The FC i am in is also always looking to expand and are trying to also get enough players to start a 3rd raid team if you are into that :)
If you're an RPer, Mateus is pretty much the new Balmung.
True Coeurl isn't big but it isn't small either. It's also preferred at the moment but the population spike isn't as big as last time. Despite its size though Coeurl is a relatively friendly server so if you are having trouble finding people to hang out with why not try asking around in populated places for a good linkshell to join, or using Party Finder to find one?
From what I've heard that site isn't really accurate, but then Lucky Bancho's census (which I was referring to in my post) isn't likely to be any more accurate and had Behemoth above Gilgamesh. Either way, neither is going to be 100% accurate as they're not the official numbers, it all depends on what criteria you're using to determine "an active character" by.
