Is housing demolition currently under suspension and if so when will it start again?

Yes it is and we've not been given any information on if it's going to start back up again anytime soon. Seems they might be holding off until 4.2 hits when the changes to how one acquires a house take place.

I would expect it to start back up at 4.2 release.
