Still not understanding this

Ok so my leatherworker just got to lvl 35 and lvl 40 leves opened up to me finally. The only one that does not require me to use 3 anima for 1 leve is a local one in Ul'dah but when I take that one out it states I do not have sufficient weaver skill to complete it. Every recipe for this item (dated leather subligar (black)) I find states u need lvl 30 weaver skill but my weaver is lvl 32. I tried getting synth support on both leatherworking and weaving but that doesnt do it either.

I would try to survive a little on lvl 35 leves but none of the npcs will give me leves that are higher than 20, which has been a problem since the beginning. Getting a high lvl leve than whats stated is a rare occurance.

So basically I have to do the leve then abandon it to do it again and loose the reward or I have to run 10 minutes to the npc for 2.5k exp plus a couple skins as I am short on anima as it is.

Is there any way to get the npc's to give u higher lvl leves or different ones? I have tried a few things like I only will take out leatherworker, I will take out/abandon the ones I dont want, I will take out and complete the low lvl ones and they never change. How does this work exactly? Ive never been able to figure it out nor have I been able to find anything telling us how it works.

You should be able to complete making the Dated Leather Subligar (Black) with 30WVR just fine. It can complain all it wants, but it won't actually prevent you from making the item. I was able to do it with some difficultly with just 20WVR. I can't tell if you're not even trying because of that message, or maybe your gear just sucks.

There's also a 40 leve in Limsa >> Skull Valley and a 40 leve in Grid >> Nine Ivies.

I would just do the leather subligar one. Completing a leve reshuffles the leves available, so if the one you want doesn't show up, just complete some other leve and then come back to the counter.
