Has anyone who created a character after the 4.15 patch but before the latest preferred world changes on Tues actually received the Road to 60 buff for that character? Based on the wording in the loadstone it sounds like they should get it but my friend who started playing on Friday 11/24/17 does not have the buff on his character. Is this a bug or is the loadstone wording wrong?
If your friend is playing on Exodus, then he wouldn't get the buff as Exodus was not listed as a preferred world prior to Tuesday's patch.
The worlds listed as preferred completely changed as of the patch. So any characters that were new on one of the pre patch preferred worlds get to keep their buff for 90 days after creation despite those worlds not being listed as preferred any longer.

Additionally, eligible characters that logged in to a New/Preferred World between the release of Patch 4.15 and this maintenance will receive their bonuses for 90 days, starting from when they logged in.
The bonus is big enough that he feels that he needs to start over and effectively lose all the progress he has made on his current character which would also mean losing the ffxi crossover rewards and the progress he made on various achievements.
Yeah, I interpreted that part in the way I said above with new/preferred worlds meaning worlds that WERE listed as new or preferred before the maintenance, but even so, it is definitely still frustrating being only a few days off getting that bonus. It's like buying something at full price a day before a sale you didn't know was coming.
