PVP Hotbars do not auto populate abilities between classes

Class/Level: All Classes in PVP
Party or solo: PVP
Area and coordinates: PVP Zones

Steps:
1. Once Abilities are manually set to PVP hotbar 1 the hotbar abilities will remain in place regardless of the class chosen.
2. Set abilities on pvp hotbar 1 as a Ninja.
3. Changed class to Summoner and abilities on hotbar 1 remain on the hotbar in PVP Zones.
4. Leave a pvp zone and re-enter and hotbar abilities remain the same.
5. Manually change abilities to Summoner abilities on pvp hotbar.
6. Change class to Red Mage and abilities remain the same as previously manually set.
7. Abilities set to Hotbar 2 or 3 will change properly when changing classes.
8. The issue only persists on Hotbar 1 in PVP.
9. Attempted to change with the following macro:

/pvphotbar action "Aeolian Edge Combo" 1 1

---

and hotbar 1 will not update in pvp zones and will not yield any errors.
10. Attempted to change with the following macro:

/pvphotbar action "Aeolian Edge Combo" 2 1

---

and pvp hotbar 2 updates properly. The issue is only with hotbar 1.
