Date & Time: Since about 11/9/17 through current
Frequency: Almost every time
Steps:
1. Log in to FFXIV launcher
2. Select character from character selection screen
3. Wait during the usual loading screen, computer suddenly "powers down" about the time the loading screen would finish.
This most frequently happens when attempting to log in. The computer doesn't "power down" exactly in the sense of normal shutdown. There's no output from the computer and all fans/lights turn off as if the computer is off, but the power light remains on and the computer cannot be restarted unless I first toggle the main power switch directly on the PSU. Unfortunately, this kind of error doesn't seem to leave any kind of error code or log even though I've attempted to disable the automatic restart on system failure which would normally let me see the BSOD on a critical failure. The windows event logger doesn't even have any useful information.
I attempted to switch to use DX9 instead of DX11 as I had been using. This seemed to resolve the problem for a time, but a similar crash happened during a run of the Royal City of Rabanastre. After the crash, when I attempted to restart and log in, it would immediately crash again after selecting my character. I did notice that when I was copying the system specs that the DX11 support switch was unexpectedly on again, so it's possible that the crash in Royal City happened while DX11 was enabled. I have been able to run FFXIV using DX11 flawlessly since the option was available up until the end of last week.
I've tested my hardware thoroughly to help rule out any hardware failures:
* CPU burn-in test caused no problems
* 6+ hours of RAM testing reported no errors
* 2+ hours of GPU burn-in caused no problems
* Did tests/checked on SSD and HDD and found no errors
I also tried to rule out an unexpected corruption in the game by uninstalling and re-installing FFXIV. The problem persisted exactly as before even after the reinstall.
Based on the timing, I suspect something from 4.11 or the hotpatch that followed it is causing the issue.

I'm not sure that this is your problem but it could be. I see that you're windows is set up to use half of your installed RAM to use as shared video memory for your GPU. IDK if this is still true, but back in the old days, when you allocated this via BIOS, any shared system memory was strictly reserved for your GPU, not allowing windows to do anything else with it. If this still holds true with windows 10, then this would suggest that you've only got 4GB useable RAM for all other windows resources, which barely meets minimum.
As a 960 card is only really good for 1080p, there's hardly a situation in where games will need more than the 2GB dedicated memory, and any shared system memory needs to be re-allocated to the system as a whole.
Also, you say you've stressed tested everything right? So what programs did you use for this purpose? Also, does the FFXIV still crash, say when your PC has been off for a long period of time? Any recent upgrades? Tried yanking sticks of memory only to leave one in at a time and then try to play FFXIV? You could easily have a bad stick of RAM and wouldn't know it until something tried to access it, meaning some things will run completely fine if not accessing the bad memory module.
