It would seem that the Achievement book is mixed up a bit
my book looks like this
- All the more region to Leve VI
Complete 5,000 regional levequests
-Title reward "Lord Protector"
- Region D'etre
Complete 10,000 regional levequests
Usually the last line of achievements unlocks titles, not sure if this was intended or overlooked
It's unrealistic that anyone would ever hit the 10k mark (unless you're a rampaging RMT) so I Imagine they decided to give the titles out at 5k since it's a little (okay, not really) more reasonable. I believe 10k locals was estimated to take 2+ years minimum.
10k leves, at 8 leves a day, would take 1250 days, or a little under three and half years. It's physically impossible to get this achievement any faster than that. Note that while the 10k mob kills gets you the Butcher's Crown, it's the 5k kills achievement gets you the title The Exterminator.
