Looking for clarification on the display issues caused by patch 4.1

so I had taken a break from the game until after 4.1 dropped. I came back about 3 weeks ago and started having an issue where the in game lighting started flickering as if lightning was striking constantly except that instead of getting brighter it got dimmer while flickering, I want clarification as to whether this problem could be caused the complications regarding 4.1 or if its ultimately a problem caused by my GPU(I really hope its not my GPU, its barely 6 months old)
