Private House Ownership Question

What exactly is the definition of Owner for a private house? Is it the person that bought the house and their name is listed on the board outside of the house OR is it all of those listed as tenants since there is a limitation of 3 tenants? Do tenants reset the timer to make sure the house isn't demolished or is it only the person that has their name on the board outside?

I understand that currently the demolition feature is disabled but eventually it will be re-enabled.

The owner is the one that bought it. Tenants do NOT reset the demolition timer.
