Sadly, I don't see a FFVIII themed crossover event as likely, as all the previous crossover events have had some deeper meta connection to FFXIV and it's development team in general and Naoki Yoshida in particular - as FFVIII has no deeper connection to FFXIV's development this is highly unlikely, especially with more 'bigger name' FF games still waiting for crossovers of their own which have been hinted as planned for the future (namely, FFVII's remake and FFXV).
Also, Yoshi mentioned ages ago that they follow certain guidelines when creating crossover events with past FF games, and sadly your FFVIII idea contradicts that (Ultimecia is technically 'dead' in her game and so would not be able to featured):
So as Ultimecia's role in FFVIII has 'ended' (and given her whole story connection to the events that occur in FFVIII), it's just not possible to feature her in a crossover here in FFXIV I'm sorry to say.Quote:

Rather than an event, why not as Omega fight? Start with Ultimecia, then Griever, then Junctioned Griever and finally... Time Kompressed Ultimecia (or would that all work better as a final fight with multiple phases).

Can't be done, Aivi. Ultimecia is dead and her role is ended (two strikes to remove her from appearing in Eorzea outside of the -scape). If she were to travel to Eorzea for X reason, then Square Soft would have needed some amazing foresight (since it needs to make sense for both games).
