Learned actions not selectable

I've just started with level 50 Samurai, moved and deleted some actions and traits to re-distribute onto hotbars. When I go to Actions and Traits to add them again, three are unselectable: Hinganbana (lv.30), Tenka Goken (lv.40) and Midare Setsugekka (lv.50).

These should all have been learned already and aren't greyed out like the higher level actions, instead the respective "buttons" appear to be pressed "in" and all three appear at the end of the action list, instead of in numerical order like the rest.

I can't select them at all (no click or drop-down menu appears) even though the cursor moves onto them.
