Contoller Cross Keys Not Changing?

Recently had to re format my hard drives and reinstall FFXIV , before my controls changed with different jobs on the expanded WXHB keys but now they don't? , my cross hotbars wont change for different jobs when i set them so now am stuck having to use only the ones that show for all my jobs (main+crafts etc) . Am sure before the reinstall they changed and i can't seem to find a setting that allows this to happen again. If anyone could me sort this i would appreciate that .

System -> Character Configuration -> Hotbar Settings -> Sharing. Make sure the right ones are shared or not. Hotbar Settings -> Custom. Make sure the right hotbars are selected when weapon is Sheathed/Unsheathed and the right WXHB is set.

all i seem to do when i select the settings is lose the set commands i already have. it was never a problem before i had to reinstall so don't know hats changed?. i still can't have differant commands when i change jobs
