Unblockable RMT-Spam bots

I was standing in limsa when I noticed there's a bot spamming the plaza with RMT-ads. I went to report and blacklist as usual, but when I wanted to blacklist it told me there is no character with that name, so I assumed the character was there for a while before I arrives and was only deleted exactly when i wanted to blacklist it.
However, shortly after, there was another message from that exact name. And I still couldn't blacklist it. I wanted to simply go and blacklist it over the group/friends/blacklist menu, but that's not possible either if no character with that name is found!

What I'm asking is, could we please get the option to blacklist names regardless of if the character is online? I'm not sure if the bot logged out or was actually deleted and made anew with that same name, but I really want to blacklist it, especially since that specific advertisment is 5 lines long.

I've always been baffled why the "Report for RMT Activity" doesn't also put that character on some sort of auto-blacklist.

Nobody likes putting every single RMT spammer on their limited blacklist. Nobody likes upkeeping their blacklist to prune out the deleted characters. This can't be difficult to do automatically. It doesn't even need to be something that gets sent to the server.
