Allied Beastribes quest not showing

Im trying to get my Heavensward Allied quest and Drydox is acting ignorant. I have reached lvl 70, completed all the way through current MSQ and am sworn in all 3 Beastribes. What am I missing?

You are missing an entire rank with all three tribes. You need to be Bloodsworn, which is rank 8.
