Arcanist Quest giver not giving out lvl 20 quest?

Ok, My Arcanist job is lvl 33 and my Thaumaturge Job is lvl 16. I have done Sylph-management and the trial The Bowl of Embers. the only thing that prevents me from becoming a summoner is the lvl 20, 25 and 30 Arcanist job quest giver is not giving out. What gives? Is there anything else I'm missing, a quest I have not done yet? When I look it up on the internet everything I said above. Please HELP!!!!!
