Issue In game Using Key Item

I Looked around the Tech forum here, and didn't see another post about it.

When I am in game, and I am doing a quest or something, and I select the target then open the sub menu "Use Key Item", instead of bringing me to the Key Item area, it just brings up my inventory like normal.

So for example:
Creature is standing there-
Quest says "Use special water on target once they are weak"
I select target creature open the sub menu by hitting "X" on my Xbox one controller
I choose "Use Key Item"
It brings me to inventory tab 1, or whichever was the last tab I had opened.

Normally it would bring me directly to the Key Items Tab.
