I don't believe so. Everything I've seen suggests that there is no way to surpass the level 50 cap without heavensward.
You must have a registered product key for FINAL FANTASY XIV: A Realm Reborn to your service account.
A registered product key for FINAL FANTASY XIV: Heavensward is also required when purchasing for dark knight, astrologian, or machinist.
Says right in the requirements section. No HW/SB necessary (unless HW jobs).
I do not think you need it, but I would be careful about which job you are boosting. Boosting a DPS class would be the best. Tank classes can be leveled very quickly, healing classes are bad to boost because they require a lot of intuition and choices which are made from practicing them.
