Yes, on Louisoix, that's the only server right now.
So its still what? Login to Louisoix and get to level 30 and then how long till the free time comes in?
It will come as soon as you hit lvl 30.

Anyone know if this is still going on this month or for 4.2?
As far as I'm aware, it's permanently happening overall, but with different servers getting the reward depending on where they want more people to sign up.
The preferred servers should have a star next to the name and a note saying something to the effect of "this world gets an EXP boost" when you first create your character.
