About World Transfer...

Is the free transfer still a thing from gilga to any other server?

I'm not sure about any world, but if you go to a preferred world it is.

You can transfer to any server that you want given that it is not congested.

Free transfer is free only if you are transferring your character under these two conditions:
1. Character transfer to New World
2. Character transfer from Congested World to Preferred World
