Remove simply the possibility to relinquish plots. Only selling or releasing through the relocation feature. The released plot gets to a "pot" of plots free and is randomly freed again in the next days. That will save people from asking huge amounts because they just cannot guarantee the buyer would get it. And if you keep the 30% thing or more reimbursement from the buying price, everybody will release their house with less concerns if they wish to. Want to make housing fair ? remove the possibility to make gil out of it. Then we will see who still has interest in having a house for using it or not.
