"Cancel" and "Close All UI Components" keys malfunctioning

As of patch 4.1,

• The key bound to the "Cancel" function will close one window at a time (only if cursor is focused to that window), and deselect target. (Note that the new Cancel keybind does correctly deselect target when using separate Target Info components.)
• The key bound to the "Close All UI Components" closes one window at a time, and opens the system menu if no windows are open. This key also cancels any spells/actions being cast.

Expected behavior:

• The key bound to the "Cancel" function should close one window at a time, deselect targets, and cancel any spells/actions being cast.
• The key bound to the "Close All UI Components" should close all windows at once, and open the system menu if no windows are open.

1. Target an player, NPC, or object.
2. Open the Keybind window.
3. Go to the System tab.
4. Set a key to the "Cancel" function.
5. Set a key to the "Close All UI Components" function.
6. Apply the changes.
7. Open Inventory window, Free Company window, and Linkshell window.
8. Press the key bound to "Close All UI Components function." Expected outcome: All four windows close. Actual outcome: Only the Linkshell window closes.
9. Press the key bound to "Close All UI Components" function. Expected outcome: All three windows close. Actual outcome: Only the Free Company window closes.
10. Press the key bound to "Cancel". Deselects target.
11. Manually close all windows.
12. Begin casting a spell or action with a cast time (e.g., Teleport).
13. During the cast, press key bound to "Cancel". Expected outcome: cancel Teleport. Actual outcome: Nothing happens. The cast reaches completion.
14. Begin casting a spell or action with a cast time (e.g., Teleport).
15. During the cast, press key bound to "Close all UI Components". Expected outcome: nothing, or the System Menu opens. Actual outcome: The spell/action cast is canceled before it completes.

That explains why ESC doesn't deselect target for me anymore and simply opens the System menu.
