Clearing current target with "ESC" key doesn't clear with new UI target split setting

Steps:
1. Power on PC
2. Login to PC with username and password (if applicable)
3. Launch "Final Fantasy XIV" application
4. Login to Final Fantasy using your username, password, and (if applicable) SQ one-time passkey
5. Enter into world
6. Select Character
7. Upon launching game, ensure that the UI "target bar" element has not been split into the custom three UI elements, "target info (HP)", "target info (Progess Bar)", and "target info (Status)" added with patch 4.1
8. Target anything either using tab or a mouse, ensure that the UI element "target bar" appears
9. Press the "ESC" key located in the top most right location on the keyboard physically in front of you.
10. Pay special attention that the "target bar" element has cleared correctly and is not visible anymore
11. Click on the System menu icon
12. Click on the HUD Layout option
13. Click on the drop down below "Current UI Element"
14. Within the drop down, click on "Target Bar"
15. Ensure that "Target Bar" has been selected
16. Click on the gear wheel directly to the right of the drop down.
17. Click on the box to the left of "Display Target Info Independently"
18. Click on "Save"
19. Click on the "X" in the top right of the window "HUD Layout"
20. Target anything either using tab or a mouse, ensure that the UI element "target bar" appears
21. Press the "ESC" key located in the top most right location on the keyboard physically in front of you.
22. Note the behavior of using the "ESC" key is not the same anymore
23. Try with different targets
24. Validate bug, submit a ticket to UI team for further investigation
