NPC Text bubble sizing doesn't work

Date & Time: First noticed October 10th, 4 am PT
Frequency: All the time/Continually
World name: Aether, Siren but noticed on all worlds
Character name: Khirina Kha
Retainer name: (All) Aulmeric, Emmelyn, Aerith-gainsborough
NPC name: All
Monster name: none
Class/Level: not applicable, but I'm currently Summoner 70 and Dark knight 61
Party or solo: Both, being in a party doesn't miraculously give me the ability to size the text again
In-game time: I didn't notice but I spent hours of real time trying to find a solution so all In game hours went by. It is currently 12:21am Eorzean time
Area and coordinates: All World.
Housing: Shirogane/All housing
Steps:
1. Speak with an npc
2. Go into "Virtual mouse mode"
3. Right click and hold text box
4. Left click *should pull up secondary menu for sizing but it does not*
