Custom Delivery Allowance Bug?

If I check the Custom Delivery allowances in the Timers menu. As of patch day yesterday, it showed 12 allowances.
My first reaction was; great they increased it. I then proceeded to gather 12 of the required item (Ice Stalagmites)

Then when I returned to Zhloe in Idyllshire and was only able to turn in 6 of them. My timers still list 6 available custom deliveries.
I then proceeded to Rhalgar's Reach but no one there has any quest markers beyond MSQ.

I did text search of the 4.1 patch notes and found only 5 instances of "custom deliveries"; none of which mention anything about it.

Based on the patch notes it seems that you should also be able to do custom delivieries to M'Naago in Rhalgr's Reach. Presumably you will be able to deliver 6 items to her in addition to the 6 items to Zhloe.
To unlock the delivieries to M'Naago it seems you need to reach some point in the MSQ, so I would suggest you work on the new MSQ quests and see if any of those unlock the custom deliveries.

As has been mentioned you need to progress the msq. You have to finish all of the 4.1 msq and pick up a dol/doh quest located at the yellow scrip counter in Ralg Reach which directs you to the newest customer delivery npc.

A futher question regarding the custom deliveries. Mine only now has red scrips and gil as rewards (plus xp which is immaterial since all my crafters are 70). Hoever a friend noted that on his panel he was getting both red and yellow scrips for Zhloe. Is this a bug or is it a random thing?

At 70 the exp should be replaced with yellow scrip.
