new flying chair mount?

I saw the new chair mount on the patch notes and was curious if anyone knows where it comes from? The Gold Saucer only got the plant tadpole.

Is it from the new dungeon or perhaps the Halloween event?

It's a specialist recipe and requires 8 items obtainable from gathering which in turn require seeds obtainable through Airship voyages.
