Most likely waiting until the ilv gap is too wide for a fresh level 70 to be able to do content... then they may give the upgrade items for it to help them be able to access content... sort of how they did with previous level caps....
level 50 job quests giving ilv 50 AND 90 pieces for example and i do believe the level 60 job quests give the set of AF as well now. -

The ARR example is better though I hope they just make it upgradeable and not essentially a new set. I didn't like some of the changes between the ARR sets, least of all how much of a hassle it was to get the level 50 items dyable >_>Quote:
