UI Settings, Gear and Minion Preference Not Saving to config file

I have realized over the last 3-4 days that changes I have made to UI ie moving abilities on hotbar, gear selection and even minion preference are not being saved on log out. I can make changes in a sitting and gameplay, quest and progress. I don't recall changing doing anything new, other than I did have a system crash which corrupted an excel file and I changed my Windows Account on the this PC.

I have looked at file permissions and unless the config file is linked to a specific user that needs to own the file that I don't recognize I don't understand this behaviour. It is very frustrating and makes gameplay difficult for me.

I did back up the config file, although I didn't have one prior to this behaviour saved. I deleted existing and restored from that back up. I don't get a corrupt file message and can change HUD and get an ingame message saying 'changes have been saved'... clearly not or no idea where.

Hoping you all can help fix this issue for me.
