I believe you have to talk to him multiple times after completing his short quest.
It's in Raid Finder
I tried but no short Quest pop up. *sigh*
I had this issue too, later after giving up i went to an inn and used the Unending story to replay the last few cutscenes cause i like to remember an ending. later the minstrel had the quest so i believe i may have triggered his quest flag in reviewing those.
