You need (>) 1283 ss to refresh demo perfectly and then you should go for crit > dh. Personally i don't recommend doing an full/high SS build, but thats just me :)
Yeah the 1283 SkS tier is only if you want to refresh Demolish in the most efficent way (you'll have a 2s GCD under GL3). This is not a mandatory thing, you can also try to approach this value.
In a more global way, you can go :
- SkS at taste (if you enjoy having a 2.3s GCD under GL3, you can. You can find easily on Internet the SkS tiers to check how much you need for the GCD you want ; 1283SkS = 2s GCD under GL3 ; 1199SkS = 2.01s GCD etc etc)
- Then Crit (the max value you can have is 2318 with food with the actual 340 ilvl gears) - I personnally aim to get around 2200.
- Then DH over Det

This a GCD calculator made by one of TheTheoryjerks if I remember well. You can see your GCD depending on your personnal/party buffs and your SkS.
But well, I don't say you HAVE TO to hit this SkS tier, I'd recommand to get to the GCD you want/like and after this going for Crit (especially if you have a strong Crit raid comp --> DRG/SCH/BRD)
