I have never seen Downtown Abby. Someone should make a side by side video comparison though.
Uh, what? All three FFXIV title screens (four if you include 1.0) have all had variations on the same theme as it's 'title music' track which predates Downton Abbey by like thirty years (The Prelude was first composed back in 1987)!
Or do you just mean the style of the title music? In which case again it's more coincidence - Stormblood's version was meant to be both stirring and militaristic, given the expansion's emphasis on revolution and liberation (hence the cheering roar at the start, presumably it's meant to be a 'call to arms' to the player to join in the liberation of Ala Mhigo/Doma).
Either way, I think you're looking for something that isn't there.

pretty damn close, IMO. Just the repeat of the first couple of bars. Every time I go to the start screen of think of DA.
What does this have to do with XIV's lore anyway?
It sounds nothing like it to me, it's just strings and piano chords with virtually no similarity in either melody or style to Stormblood's version of the Prelude. I'm really sorry but I'm just not hearing what you are.
No offense but I think you're reaching here. This is hardly close at all, unlike the snafu with Sephirot's theme and that Powerman 5000 song. Also this doesn't really belong on the Lore forums...

Can a composer rip off their own music though?
