I got all the minions from the yo-kai event and got the "you must befriend them all" achievement but didn't get the whisper-go key.
I have Heavensward and Stormblood.

The mount keys are achievement rewards. Whenever any achievement has an item reward like that, talk to Jonathas in Old Gridania to get it.

Also make sure you call up all 13 yokai. For glowing wisper you need all 13 weapons as well.
