There are three papers that operate and each of them have a crest item they will give out if you answer some questions for them.
Each item gives you an achievement for co-operation.

I.. really cannot escape the conclusion that the best case scenario is the GM's will see your work here.. and move to foil it by appearing at different times (if they aren't already, by randomising it). And in the worse case it might spoil what's intended to give a special little experience to a few lucky people by unfairly forcing them to share, when the idea is that the 'for everyone' bit is the published article.
Much as I really do hope I get to participate in one of these spontaneous events someday, I certainly wouldn't want the opportunity to come about like that, so.. sorry.

Although I can partly agree with the “If the GMs see this post, they might just change their time of appearance.” and I'm pretty sure there's no pattern in their appearance, I, for one, am against this type of randomness. But don't misundersand me.
I like the idea of the event... What I don't like, and this in any circumstance, is when your efforts aren't rewarded (at least in a world like Eorzea). Allow me to link a couple of topics on this:

The second post is about crafting (will be addressed in 1.21, finally...), but the point is similar: I spent a lot of time trying to find these characters or understand a pattern on their appearance, to no avail.
Also, like I said in the past, often it happens that the adventurers meeting Kipih, Petyr and Dural don't care about them or the story of Eorzea and that's why I requested if the GMs could “feel” the presence of a True Adventurer nearby.
This happened to me as well: I met Kipih on December 27th and she was speaking to another adventurer in the Quicksand, but after a while he teleported away without even saying goodbye to the reporter. So I was left with her, but she had an appointment and had to leave. And I had just returned from gathering, so I wasn't even wearing my Subligar!
That's why I asked if “we who care about these events” could have at least some hints on their next appearance. Not exact details, eh! Just some hints, for the Twelve's sake.
Since the end of August I set camp in Ul'dah by the stairs leading to the Gade of Nald, until I discovered that these characters don't appear only there. So how could I know where to stay?
And since I don't like to stay in the same place for too long, after many days of waiting I just moved. But trust me, I've dozens of screens of me crafting in those places at Ul'dah, Gridania and Limsa Lominsa trying to meet these characters and I never succedeed once.
Petyr paid me a visit on Xmas day as a surprise when I wasn't expecting him, although we couldn't talk for long. I appreciated it, though, as he seemed to have heard me on my request and after 4 months rewarded me for my efforts. Why can't this happen more often, to avoid all that time spent to no avail? 4 months is way too much time, in my opinion...
And besides me not liking staying always in the same place, it requires way more time than what I spend in Eorzea to wait for them to appear daily.
What I don't understand is that we adventurers who care about the story and lore can't have real chances to participate in these events. I mean, I don't care about “super equipments” or stuff like that, I just want to fully live the Seventh Umbral Era events, even if I don't stay that much in Eorzea.
And yesterday's episode of Alfgar vanishing after a few seconds, after I spent the whole day waiting for him (I was in the Carline Canopy, so I would have read the messages in chat even if I was away) is just the latest (not sure if it was a bug or not).
I hope they'll consider to finally give some hints and let us, who care about them, enjoy these events as we pleases.
