Are you, perchance, accidentally trying to glamour the Emperor's New Earrings with the look of your actual earrings rather than the other way around? If I had to guess, I'd guess that.
Shire gear can be upgraded to i270, matching what drops in Shisui.
Maybe it's a logic error. Instead of the gear you're trying to glamour the look of being less than OR meeting the ilvl of the base gear, it's only allowing the less than part. So trying to glam ilvl 270 shire top to take on the appearance of the ilvl 270 Shisui top won't work even though it should?
Oh, god, you know what, I didn't even think that. I got rid of the Shisui top because of the event, and I don't have anything else meeting that same requirement so I can't check, but I do recall the error tooltip being worded in a really confusing manner. The phrases item level is definitely included within it, so I didn't even consider it being the equipment level. What a dumb mistake lol
Doesn't really explain the OP's problem though.
I imagine they selected Emperor's New Earrings as the base item and then selected their equipped earrings as the glamour choice, which is the reverse of what should be done. That's the only thing that I can think of.
