Fishing and Fish Eyes Question

I've been trying to catch the Tawny Wench Shark on the Isle of Bekko. According the FFXIVAngler it requires Fish Eyes to catch. However each time I go there during the 10am to 5 pm timeslot, no matter where I go I get the "You were unable to discover anything using Fish Eyes" notice.

I have 823 gathering and 669 perception.

Any help would be greatly appreciated.

It has to be the correct weather as well

I was doing it in clear skies/fair weather so not sure what I'm doing wrong.

fair is wrong, it only works with clear
