Level 27 MSQ "Come Highly Recommended" not completable.

When I talk to Gundobald to try to complete the quest, he just says that I am not welcome here.

Looking up the quest on the internet, I'm supposed to have a recommendation letter to give him, but my key items does not have a recommendation letter.

Going back and talking to Meffrid (who starts the quest) does not do anything.

I cannot drop and re-take the quest because it is a main story quest.

Because of this, I cannot proceed with the main story.
