Aether Compass Key Item missing

I am missing the Aether Compass key item that helps to locate the aether currents. Considering I purchased the story-advancing option to skip Heavensward, I realized I should have obtained the Compass via the main story quest line. I went back to talk to Gibrillont, the NPC character who gives it away in case the player discards it, but he doesn't give them out. I consulted online guides for other ways to obtain the compass, including going to the Calamity vendors in big cities, but I couldn't solve this issue.

Am I experiencing a bug, or do players who skip Heavensward usually go to a different NPC vendor to obtain the compass?
